Purpose

The purpose of the teleconference is to do the following:

  1. Address SESC management issues
  2. Review progress of ongoing projects
  1. Review action items

Announcements [Croll]

Paul Croll:

Debbie Sparkman, Lawrence Livermore Laboratory, DOE, has been appointed to the ExCom as Department of Energy Liaison.

Dennis Lawrence:

The NRC has recently endorsed 1028 and 1012.

Taiwan regulatory agency uses the US NRC standards as well as several IEEE standards, 1028 specifically.

Jarzombek:

Joe has switched roles and is now the Deputy Director for Software Assurance; his focus is on the integrity of DoD software.

  1. Process capability -- suppliers deliver safe and secure software, looking at a safety and assurance extension of the CMMI
  2. Product evaluation -- ability to evaluate products, specifically looking for vulnerability.
  3. Counterintelligence -- threats and hazards.
  4. User prioritization of assets -- ties the previous three items together depending upon the level of integrity required.

In DoD the level of rigor is not currently in place for the safety and security of software. Standards are going to have much more of a role in the development and maintenance of DoD software.

Suggested that SESC form a Planning group for Systems and Software Assurance. Joe will lead this effort and the group will meet during the next face-to-face meeting in Savannah.

Status Reports

Management Board [Schultz]

An updated Standards Listing is attached.

The P1074 WG has been directed to change the name of the standard. An alternative name was provided and the working group chair, Keith Middleton, is waiting for a response from the SESC Chair. Paul Croll provided his approval of the new name. Bob Shillato will now work with Keith to move forward with the PAR submission.

Ted Byrne is still working on the combination of standards 830 and 1233. . He expects to deliver a draft by the end of the year.

IEEE is exploring the idea of a "senior standard" or "stabilized standard." This will be a standard that has a 10-year life cycle. If IEEE adopts this concept, this will relieve the pressure on SESC to prepare revisions of the many standards that we have reaffirmed during the past 18 months.

Procedure/Policy Status [Schultz/Land]

Ted will modify the text of new Procedure #22, "Interpretations," to address Scott’s concern. This procedure will then be ready for the web site.

Paul and Ted will complete their work on new Procedure #23, "Procedure for Determining Action to Take on Standards."

Time Triggered Protocol[Croll]

SESC was approached by the TTP group that is based out of Austria regarding possible IEEE adoption of their TTP standard. The documentation is attached. SESC ExCom should determine whether this should be adopted as a SESC software engineering standard. The email comments of several Excom members are attached.

Paul will discuss this adoption with the Vice President of Standards, Jim Moore.

15288 adoption/12207 harmonization strategy [Moore]

In Jim’s absence, Paul reported that IEEE is moving forward to adopt 15288. IEEE then intends to harmonize it with 12207 and present the result to ISO for review and possible adoption. .

SE Portal project [Lohr]

Claire reported on the SE Portal project. The contents of the Portal are about 50% academic. The IEEE staff will be posting the contents of the portal on the web. (It's not yet clear who will be hosting this web site.) Claire would like volunteers from ExCom to help prepare text for the portal.

Ukranian Software Engineering Training Center [Moldavsky ]

Symon Moldavsky reported that he has completed a draft concept for a Knowledge Base for the IEEE standards.

CMMI Mapping [Croll]

Ted Byrne provided several trial framework files for our mapping efforts. Paul will test the files with Quagmap and if successful, begin assigning volunteers to do the mapping to the CMMI.
